A man driving a black 1999 Ford Expedition led Portland police on a 15-minute pursuit July 9, weaving through Northwest, Northeast and North Portland before officers used a PIT maneuver to spin and stop the SUV near North Drummond Avenue and North Farragut Street.

No one was injured.

The Portland Police Bureau said the incident began at 8:15 a.m. when a Central Precinct officer tried to pull over the SUV near Northwest 19th Avenue and Northwest Savier Street. The driver refused to stop and sped away.

Even before officers gave chase, the driver jumped a curb and drove through the grass at Couch Park, nearly hitting multiple pedestrians, according to PPB. He then sped onto West Burnside Street, weaving across lanes and nearly striking a bicyclist and a utility worker.

Officers tried to deploy Stop Sticks to flatten the tires but couldn't get into position fast enough. They activated lights and sirens both to stop the driver and warn other road users.

The driver crossed the Burnside Bridge and turned northbound on Northeast Martin Luther King Jr. Boulevard, going the wrong way on the one-way street.

The pursuing officer broke off, hoping the driver would slow down. He didn't. PPB said the driver continued against traffic for 11 blocks before turning onto Northeast Holladay Street.

The chase continued onto Northeast Broadway, North Williams Avenue and northbound I-5. Officers terminated pursuit a second time on the freeway, but the driver kept speeding and using the shoulder. He exited onto North Greeley Avenue, and officers reinitiated pursuit on North Interstate Avenue.

Near North Lombard Street and North Villard Avenue, the driver caused a non-injury crash. An officer then executed a Pursuit Intervention Technique, spinning the SUV to a stop. Other patrol cars boxed it in.

The driver tried to ram his way free. He failed.

Officers ordered him out. Instead, PPB said, he was seen smoking from a glass pipe commonly used to inhale methamphetamine. When he finished, he surrendered. The arrest came at 8:30 a.m.

An adult female passenger was in the SUV during the pursuit; PPB identified her as a victim in connection with the domestic violence coercion charge.

David J. Rushfeldt, 33, was booked into the Multnomah County Detention Center on six outstanding warrants and new charges: attempting to elude police by vehicle, a Class C felony; domestic violence coercion; reckless driving; recklessly endangering another person; and failure to perform the duties of a driver involving property damage (PPB case 26-198843).
