Forty affordable apartments opened in Powellhurst-Gilbert on Monday, Aug. 31, completing Portland's slate of Metro Housing Bond projects for 2026.

The Jade Apartments, co-developed by the Asian Pacific American Network of Oregon (APANO) and Gorman & Co., sit near the heart of the Jade District along the 82nd Avenue corridor.

Twenty-six of the 40 units have two or three bedrooms, sized for families with children. Five units are reserved for extremely low-income households earning 30% of Area Median Income or less.

The Portland Housing Bureau announced the opening, calling the Jade the seventh and final Metro Bond-funded project to open in Portland this year.

The bureau stated the bond is on track to produce affordable housing for well over 5,000 Portlanders in need.

The housing bureau awarded $4.76 million in Metro Housing Bond and Multnomah County funds toward the project in August 2024, according to Hoodline.

The building sits between 82nd Avenue and Interstate 205.

Portland Clean Energy Community Benefits Fund (PCEF) dollars paid for a solar array, green building materials, 50-year roofs and a high-efficiency HVAC system.

SERA Architects designed the building. Gorman & Co. and GSI Builders served as general contractors.

Residents will find two courtyards, a community garden, a play area and 31 parking spaces.

APANO provides on-site resident services for all tenants.

APANO also co-developed Orchards of 82nd, a 48-unit affordable housing community completed in 2019 with ROSE Community Development, and runs the Jade International Night Market, which held its annual celebration Saturday, Aug. 29.

Alisa Kajikawa, APANO's community development director, told The Oregonian in late August that the Night Market "began as a community vision focused on familiarity and community" and now reflects "continued forward movement and community power."

The Jade District traces to 2012, when Prosper Portland named it one of seven Neighborhood Prosperity Initiative districts along Southeast 82nd Avenue and Division Street.

The Metro Bond alone is funding more than 2,154 new affordable homes in Portland, according to the housing bureau. In 2025, PHB-funded projects opened 928 affordable homes across 10 developments.

TriMet's Line 72 bus, which runs along 82nd through the district, carries the highest ridership of any bus line in the Portland metro system. APANO's resident services office inside the Jade will serve all 40 households.
